Assunção Cristas
Assunção Cristas is an associate professor at Nova School of Law and coordinator of the Master’s degree in Law and Economics of the Sea – Ocean Governance, lecturing on Ocean Policies, and as director of NOVA OCEAN, a knowledge centre established in 2021 and dedicated to maritime research. Her areas of research interest are focused on sustainability and legislative architecture and development.
From September 2009 to January 2020, Assunção held several political positions: she was Minister of Agriculture, the Sea, Environment and Land Use Planning (2011-2013) and Minister of Agriculture and the Sea (2013-2015); Member of the Portuguese Parliament (2009-2011 and 2015-2020); President of the political party CDS-PP (2016-2020) and previously Vice-President (2009-2016); and Councilwoman of the Lisbon City Council (2017-2021).
During her term of office as Minister she was responsible for the institutional reorganisation of several areas of administration, participation in the Conference of the Parties (COP) to the Convention, negotiation of the European Common Agricultural Policy reform, and the drafting of structural national legislation, such as the framework law for maritime spatial planning and management. In this field, she led the National Sea Strategy 2013-2020 and was particularly active in the international agenda, having organised and hosted in Lisbon the “Blue Week” (2015) that joined 70 members of governments and multilateral agencies and approved a Declaration on “blue economy”.
In July 2019, Assunção published her book “Confiança. As mulheres, o poder e o país que ambicionamos para todos”, in which she reflects on various issues faced during her ten years in politics, such as the role of women in politics and issues related to the environment, agriculture and the sea.
Assunção is a former Director of the Portuguese Ministry of Justice’s Legislative Policy and Planning Office (2002-2005), where she participated in numerous legislative production processes at both the national level and in the context of international cooperation with Portuguese-speaking countries. From late 2005 to early 2009, she was exclusively dedicated to academia. In addition to her teaching and research work in Private Law, she held several organisational positions.
She regularly attends conferences, both academic and organised by civil society, on topics related to the sea, agriculture and sustainability in general. In this regard, she coordinated the SEDES working group devoted to the Sea, which drafted the report presented at the association’s 50th anniversary congress held in December 2021 and was transformed into an Ocean Observatory.
Since 2022 she is Of Counsel at Vieira de Almeida & Associados, head of the firm’s ESG Integrated Services Platform and the Environment practice area, which encompasses ocean and agriculture related matters.

Assunção Cristas é professora associada da Nova School of Law. Reparte as suas atividades académicas entre o ensino na licenciatura em Direito, a coordenação do Mestrado em Direito e Economia do Mar – A Governação do Mar, onde ensina Ocean Policies, e a direção do NOVA Ocean, um knowledge centre criado em 2021 para desenvolver investigação na área do mar. Os seus interesses de investigação focam-se nas questões da sustentabilidade, arquitetura e desenvolvimento legislativo.
Entre setembro de 2009 e janeiro de 2020, exerceu diversas funções políticas (a partir de 2011 em exclusividade): foi Ministra da Agricultura, Mar, Ambiente e Ordenamento do Território (2011-2013) e Ministra da Agricultura e do Mar (2013-2015); Deputada à Assembleia da República (2009-2011 e 2015-2020); Presidente do partido político CDS-PP (2016-2020) e Vice-Presidente (2009-2016); vereadora sem pelouros da Câmara Municipal de Lisboa (2017-2021). No âmbito do seu mandato como Ministra foi responsável, nomeadamente, pela reorganização institucional de várias áreas da administração, pela participação na Conferência das Partes da Convenção do Clima, pela negociação da reforma da Política Agrícola Comum, pelo desenvolvimento de legislação estruturante, como a lei de bases de ordenamento e gestão do espaço marítimo. Na área do mar foi responsável pela Estratégia Nacional do Mar 2013-2020 e especialmente ativa na agenda internacional, tendo organizado e acolhido em Lisboa a Blue Week (2015) que juntou 70 membros de governos e agências multilaterais e aprovou uma Declaração sobre a "Economia Azul".
Em julho de 2019 publicou o livro Confiança. As mulheres, o poder e o país que ambicionamos para todos, onde reflete sobre vários temas com que se cruzou em dez anos dedicados à política, como o papel das mulheres na política ou temas como o ambiente, a agricultura ou o mar.
Foi Diretora do Gabinete de Política Legislativa e Planeamento do Ministério da Justiça (2002-2005), onde esteve envolvida em múltiplos processos de produção legislativa a nível nacional, mas também no âmbito da cooperação com os países de língua oficial portuguesa. Entre o final e 2005 e o início de 2009, dedicou-se exclusivamente à academia. Para além do ensino e da investigação na área do direito privado, desempenhou funções variadas de componente organizacional.
É presença assídua em conferências quer académicas quer organizadas pela sociedade civil sobre os temas do mar, da agricultura e da sustentabilidade em geral. Destaca-se a coordenação do grupo de trabalho da SEDES dedicado ao Mar, que preparou o relatório apresentado no congresso dos 50 anos da associação, em dezembro de 2021 e foi transformado num Observatório Oceânico.
Integra a Vieira de Almeida & Associados desde 2022. Como Of Counsel sendo responsável da Plataforma de Serviços Integrados ESG e da área Ambiente, na qual se inclui o mar e a agricultura.
